“CIFA boekt vooruitgang op veel gebieden”

Donderdagavond 23 maart werd in het Koetshuis van Avila de jaarlijkse ledenvergadering gehouden van CIFA, de Curaçao International Financial Services Association. In een uitgebreide presentatie zette het bestuur uiteen aan haar leden wat de vereniging het afgelopen jaar heeft bereikt en wat de plannen zijn voor 2017. CIFA vertegenwoordigt inmiddels meer dan 100 bedrijfsleden uit de financiële sector van Curaçao; een belangrijke sector die ongeveer 15% uitmaakt van het bruto nationaal product van het land.

CIFA en haar bestuur houdt zich bezig met uiteenlopende activiteiten: gesprekken met en presentaties aan binnenlandse en buitenlandse partijen die van belang zijn voor de sector; organisatie van ontbijt- en lunchpresentaties door sprekers die expertise hebben op voor de sector relevante gebieden; assistentie bij het implementeren van internationale regelgeving en verdragen en bij het ontwikkelen en implementeren van lokale wetgeving; het vertegenwoordigen van Curaçao en de sector op internationale conferenties; het zelf organiseren van conferenties; en het opstarten en ondersteunen van ‘social responsibility’ projecten. Dit laatste is iets nieuws; CIFA vindt het erg belangrijk om een bijdrage te leveren aan de ontwikkeling van het land en de maatschappij waar ze een integraal onderdeel van uit maakt. Dit zal met name gebeuren op het gebied van sport, en daarmee ook op het gebied van onderwijs, gezondheidszorg, criminaliteitsbestrijding en Curaçao-promotie.

Wat er op deze gebieden heeft plaatsgevonden in 2016 is te uitgebreid om te noemen, maar in ieder geval belangrijk waren:

– Continue gesprekken met de Ministeries van Financiën en MEO, en met de CBCS over uiteenlopende financiële onderwerpen, waaronder correspondent banking, OECD vereisten, internationale verdragen en FATCA/CRS regelgeving;
– Gesprekken met internationale organisaties zoals de Wereld Bank, Standard & Poors en DCIB;
– Het ondersteunen van de overheid van Curaçao bij het elimineren van ‘red tape’ en het aantrekken van investeerder middels zes voor de sector belangrijke wetgevingstrajecten (waaronder de nieuwe tax holiday wetgeving);
– Het bijwonen van internationale conferenties om Curaçao te promoten;
– Het bijdragen aan lokale projecten die bij kunnen dragen aan de ontwikkeling van Curaçao op verschillende gebieden, waaronder sport (SDK), democratie (het 2016 lijsttrekkers debat) en sectorontwikkeling (Space Platform).

Zoals bleek uit de presentatie van het bestuur, is CIFA gemotiveerd om het zeer actieve jaar 2016 te laten volgen door een nog actiever 2017. Veel zaken zullen gedurende het jaar naar voren komen; maar op dit moment staat er al veel op stapel. CIFA zal de uitstekende samenwerking met de overheid van Curaçao voortzetten en haar bijdrage blijven leveren aan belangrijke regelgeving, wetgeving en verdragen; die goede samenwerking werd benadrukt door de gewaardeerde aanwezigheid van een sectordirecteur en een afdelingshoofd van de afdeling Fiscale Zaken. Verder is er een lunch gepland op 6 april waarin de ontwikkeling van de kapitaalmarkten op Curaçao zal worden besproken. CIFA zal een programma opstarten voor het informeren van lokale studenten over de financiële sector en haar activiteiten. CIFA zal ook initiatieven ontwikkelen om de economische relatie tussen Curaçao en China te bevorderen en in te vullen. De ondersteuning van FDDK bij haar plannen om een high performance sports center te bouwen zal verder doorgaan. Tenslotte, bestaat CIFA inmiddels al 35 jaar; en de vereniging zal dat in de loop van dit jaar vieren, met een charity gala dinner en met een nieuwe website (leesbaar in verschillende talen waaronder Mandarijn).

Al met al was 2016 een vruchtbaar jaar voor CIFA, en de vereniging blijft nieuwe initiatieven ontplooien om de financiële sector in het bijzonder en Curaçao in het algemeen te ontwikkelen. Tijdens de vergadering werd een nieuw lid toegelaten tot de vereniging (CPA) en werden twee nieuwe bestuursleden gekozen, de heren Beunis (Trustmoore) en Oedjaghir (CATS). Zij zullen CIFA versterken en verder bijdragen aan deze initiatieven.

“CIFA makes progress on many areas”

On March 23rd CIFA, the Curaçao International Financial Services Association, held its annual meeting at the Koetshuis of the Avila Hotel. In a detailed presentation, the board explained to members what the association has achieved over the past year and what the plans are for 2017. CIFA now represents more than 100 corporate members from Curacaos financial sector; an important sector which accounts for approximately 15% of the gross national product of the country.

CIFA and its board is engaged in various activities: conversations with and presentations to internal and external parties that are relevant to the sector; organization of breakfast and lunch presentations by speakers who are experts in areas relevant to the sector; assistance in the implementation of international regulations and conventions, and to develop and implement local legislation; representing Curacao and the sector at international conferences; organizing conferences; and launching and supporting ‘social responsibility projects. The latter is something new; CIFA thinks it’s very important to contribute to the development of the country and society where it is an integral part of. This will be done in particular in the field of sports, and thus also in the fields of education, health, combating crime and the promotion of Curacao.

What has occurred in these areas in 2016 is too extensive to list but important in any event were:
– Continuous discussions with the Ministries of Finance and MEO, and the CBCS on a variety of financial topics, including correspondent banking, OECD requirements, international conventions and FATCA/CRS regulations;
– Discussions with international organizations like the World Bank, Standard & Poors and DCIB;
– Supporting the government of Curacao to eliminate “red tape” and attract investors through six for the sector important legislative processes (including new tax holiday legislation);
– Attending international conferences to promote Curacao;
– Contributing to local projects that can contribute to the development of Curaçao in various fields, including sports (SDK), democracy (the 2016 leaders debate) and sector development (Space Platform).

As evidenced by the presentation of the board, CIFA is motivated to follow a very active year in 2016 by an even more active year in 2017. Many issues will emerge during the year; but at this moment there is already a lot in the pipeline. CIFA will continue the excellent cooperation with the government of Curacao and continue to contribute to important regulations, laws and treaties; the good cooperation was emphasized by the esteemed presence of a sector director, the head of the Department of Fiscal Affairs. There is a luncheon planned on April 6th, during which the development of capital markets in Curacao will be discussed. CIFA will launch a program to inform local students about the financial sector and its activities. CIFA will also develop initiatives to promote economic relations between Curacao and China. Supporting FDDK and its plans to build a high-performance sports center will also further continue. Finally, CIFA exists for 35 years; and the association will celebrate this in the course of this year with a charity gala dinner and a new website (readable in various languages including Mandarin).

All in all, 2016 was a fruitful year for CIFA and the association continues to develop new initiatives to develop the financial sector in particular and Curacao in general. During the meeting a new member was admitted to the association (CPA) and two new board members were elected, Mr Beunis (Trust Moore) and Oedjaghir (CATS). They will strengthen CIFA and further contribute to these initiatives.
