MINISTER RUIZ-MADURO:
Het IMF is positief over ontwikkelingen Aruba
Oranjestad – Minister Ruiz-Maduro informeert dat om de twee jaar het IMF de financiële en economische situatie van Aruba in een Artikel IV Missie evalueert. In maart 2019 bracht het IMF een bezoek aan Aruba en heeft gesprekken gevoerd met diverse stakeholders: de publieke en private sector, de NGO’s, de regering en de oppositie. Naar aanleiding van dit bezoek heeft het IMF een rapport opgesteld dat ze op 5 juni 2019 heeft gepubliceerd. Minister Ruiz-Maduro merkt op dat hieruit valt op te maken dat het IMF positief is over de ontwikkelingen op Aruba. Vergeleken met de slotverklaring van 2 jaar geleden, toen “de groei zwak was”, luidt dit voor 2019: “de vooruitzichten zijn over het algemeen positief”.
Positieve economische vooruitzichten
Aruba’s economie is zich aan het herstellen. Voor 2019 verwacht het IMF een reële economische groei van 0,7%. Dit komt overeen met 2,4% nominale economische groei. Voor het voeren van een solide en duurzaam financieel beleid wordt in het Financieel Economisch Memorandum van Land Aruba voor de komende jaren rekening gehouden met een nominale groei van 1%. Het IMF geeft in haar rapport aan dat zij vertrouwen heeft dat onze economie sterker zal groeien dan het prudente uitgangspunt van de regering.
Voor de komende jaren voorziet het IMF dat de economie blijft groeien, en verwacht een reële economische groei van 1,1% wat overeenkomt met 3% nominale groei. Dit is wederom hoger dan het prudente uitgangspunt van de Regering (1%) in de meerjarenbegroting. Het begrotingsconsolidatieplan is essentieel om de schuld neerwaarts om te buigen. Dit zal enig negatief effect hebben op de economische groei, maar het wordt verzacht door de aanhoudende sterke groei van het toerisme vanuit de VS en de implementatie van meerdere grote investeringsprojecten (waaronder de luchthaven, nutsbedrijven, ziekenhuis en hotels) in 2019-21. Op middellange termijn zal de reële export van het toerisme naar verwachting gestaag toenemen met ongeveer 1,2 procent, en samen met de bijdragen van de binnenlandse vraag zal de groei naar verwachting stijgen tot 1,1 procent.
De risico’s voor de nabije toekomst zijn beperkt. Aruba is wel vatbaar voor een mogelijke terugval in de Amerikaanse economie. De risico’s van de crisis in Venezuela zijn tot nog toe beperkt gebleven, omdat Aruba erin geslaagd is het effect van de crisis op te vangen door zowel leveranciers als toeristische markten te diversifiëren. De geplande begrotingsconsolidatie kan belangrijke neerwaartse risico’s op de middellange termijn aanpakken.
Duurzame overheidsfinanciën
In 2019 begon de Regering Wever-Croes aan een lange termijn inspanning om het belastingstelsel te hervormen en de loonsom in te perken. Het IMF-team ondersteunt de begrotingsconsolidatie-inspanningen van de autoriteiten. De aanpassing moet een combinatie van belastinghervormingen en rationalisering van de uitgaven bevatten.
Hoge en aanhoudende groei ontsluiten
Het IMF ondersteunt de strategie van Aruba om te blijven focussen op “high-end” toerisme en tegelijkertijd Aruba’s toeristische bronnen verder te diversifiëren. Het IMF verwelkomt ook het initiatief van de overheid om de economie te diversifiëren. Een extra focus op het vergroten van het gebruik van hernieuwbare energie en energie-efficiëntie zal het concurrentievermogen en de veerkracht van de economie versterken. De voortdurende inspanningen om het zorgstelsel uit te breiden en te moderniseren zullen ten goede komen aan Aruba en kunnen mogelijkheden scheppen voor medisch toerisme.
De IMF-evaluatie is bemoedigend en het is een teken dat we goed op weg zijn om onze economie weer nieuw leven in te blazen en de internationale financiële geloofwaardigheid voor Aruba te herstellen. Minister Ruiz-Maduro bedankt alle mensen, overheidsdepartementen en andere organisaties die hebben bijgedragen aan de Artikel IV-Missie. Ze benadrukt ook dat de regering hard zal blijven werken om financiële stabiliteit voor Aruba te bereiken. Minister Ruiz-Maduro hoopt dat dit rapport bijdraagt aan gezonde discussies in onze gemeenschap voor een positieve ontwikkeling op Aruba.

The IMF is positive about the economic and financial developments in Aruba
Oranjestad – Finance Minister Ruiz-Maduro informs that every two years the IMF evaluates the financial and economic situation of Aruba in an Article IV Mission. In March 2019, the IMF visited Aruba and held discussions with various stakeholders: the public and private sector, the NGOs, the government and the opposition. As a result of this visit, the IMF has prepared a report which has been published on Wednesday, June 5th. From this report, it can be concluded that the IMF is positive about the economic and financial developments in Aruba. Minister Ruiz-Maduro remarks that compared to the final declaration of two years ago, when “growth was weak”, the current outlook for 2019 is: “the outlook is generally positive”.
A general positive economic outlook
Aruba’s economy is recovering. For 2019, the IMF expects a real economic growth of 0.7%. This corresponds to 2.4% nominal economic growth. In order to pursue a sound and sustainable financial policy, the Financial Economic Memorandum of Land Aruba for the coming years takes into account a nominal growth of 1%. The IMF states in its report that it is confident that our economy will grow stronger than the conservative assumption of the government.
For the coming years, the IMF anticipates that the economy will continue to grow and expects real economic growth of 1.1% corresponding to 3% nominal growth. This is again higher than the conservative assumption of the Government (1%) in the multi-year budget planning. The fiscal consolidation plan is essential to reverse the debt. This will have some negative impact on economic growth, but it will be mitigated by the continued strong growth of US tourism and the implementation of several major investment projects (including the airport, utilities, hospital and hotels) in 2019-2021. In the medium term, real tourism exports are expected to increase steadily by around 1.2 percent, and, along with contributions from domestic demand, growth is expected to rise to 1.1 percent.
The risks for the near future are limited. Aruba is susceptible to a possible decline in the American economy. The risks of the Venezuela crisis have so far been limited, since Aruba has managed to absorb the impact of the crisis by diversifying both suppliers and tourist markets. The planned fiscal consolidation can tackle major downside risks in the medium term.
Sustainable government finances
In 2019, the Wever-Croes government embarked on a long-term effort to reform the tax system and curtail the wage bill. The IMF team supports the fiscal consolidation efforts of the authorities. The adjustment must include a combination of tax reforms and expenditure rationalization.
Unlock high and sustained growth
The IMF supports Aruba’s strategy to continue to focus on high-end tourism and at the same time to further diversify Aruba’s tourism resources. The IMF also welcomes the government’s initiative to diversify the economy including through the ‘promising sectors’ initiative. An additional focus on increasing the use of renewable energy and energy efficiency will strengthen the competitiveness and resilience of the economy. The continuous efforts to expand and modernize the health care system will benefit Aruba and can create opportunities for medical tourism.
The IMF evaluation is encouraging and it is a sign that we are well on our way to revive our economy and recover our international financial credibility. Minister Ruiz-Maduro thanks all the people, government departments and other organizations that have contributed to the Article IV mission. She also emphasizes that the Government will continue working hard to achieve the financial stability of Aruba. Minister Ruiz-Maduro hopes that this report contributes to healthy discussions in our community for a positive development in Aruba.
