SER levert advies over invoering vaderschapsverlof
Willemstad, 16 april 2024 – De Sociaal-Economische Raad (SER) heeft gisteren een uitvoerig advies uitgebracht over een initiatiefwetsvoorstel tot invoering van een vaderschapsverlofregeling. Dit initiatief is voorgedragen door de MAN-fractie in de Staten en beoogt de introductie van een algemene vaderschapsverlofregeling van vijf werkdagen voor vaders bij de geboorte van hun kind.
Het adviesverzoek is in het laatste kwartaal van het vorig jaar ontvangen. Het adviestraject heeft echter meer tijd in beslag genomen dan voorzien door een herprioritisering van de onderzoeks- en adviesagenda van de SER in de laatste maanden van 2023. Desondanks heeft de raad uitgebreid onderzoek verricht naar de thematiek, inclusief diepgaande analyses van bestaande literatuur, landen vergelijkend onderzoek en gesprekken met diverse stakeholders.
Het advies van de SER, gevraagd door de voorzitter van de Staten, speelt een belangrijke rol in het wetgevingsproces en heeft tot doel de Staten te informeren over de mogelijke sociaaleconomische effecten van de implementatie van de beoogde regeling. SER Curaçao delivers advice on the introduction of paternity leave
Willemstad, April 16, 2024 – The Social and Economic Council (SER) of Curaçao delivered yesterday a detailed opinion on an initiative bill to introduce a paternity leave scheme. The initiative was proposed by the MAN fraction in the Parliament and aims to introduce a general paternity leave scheme of five working days for fathers upon the birth of their child.
The consultation request was received in the last quarter of last year. However, the advisory process took longer than anticipated due to a reprioritization of the SER’s research and advisory agenda in the final months of 2023. Nevertheless, the council conducted extensive research on the topic, including in-depth analyses of existing literature, country comparative research, and interviews with various stakeholders.
The opinion of the SER, requested by the Chairwoman of the Parliament of Curaçao, plays an important role in the legislative process and aims to inform the Parliament of the possible socioeconomic effects of implementing the envisioned scheme.
The SER assessed all relevant aspects of the proposed initiative bill, including the legal and financial consequences and the socioeconomic impact. In addition, the council made recommendations for communicating the changes to inform both employers and employees about the new regulation adequately.
According to the tripartite advisory body, this move marks an important development in Curaçao’s socioeconomic legislation, with potential long-term effects on the labor market and society.
SER Curazao emite un dictamen sobre la introducción del permiso de paternidad
Willemstad, 16 de abril de 2024 – El Consejo Económico y Social (SER) de Curazao emitió ayer un dictamen detallado sobre un proyecto de ley de iniciativa para introducir un régimen de permiso de paternidad.
La iniciativa fue propuesta por la fracción parlamentaria de MAN y tiene como objetivo introducir un régimen general de licencia de paternidad de cinco días hábiles para los padres tras el nacimiento de su hijo.
La solicitud de consulta fue recibida en el último trimestre del pasado año. Sin embargo, el proceso de asesoramiento se alargó más de lo previsto debido a una reorganización de las prioridades de la agenda de investigación y asesoramiento del SER en los últimos meses de 2023. No obstante, el consejo llevó a cabo una amplia investigación sobre el tema, que incluye análisis profundo de la bibliografía existente, investigaciones comparativas entre países y entrevistas con diversas partes interesadas.
El dictamen del SER, solicitado por la presidenta del Parlamento de Curazao, desempeña un papel importante en el proceso legislativo y tiene por objeto informar al Parlamento de los posibles efectos socioeconómicos de la aplicación del régimen previsto.
El SER evaluó todos los aspectos relevantes del proyecto de ley de iniciativa propuesto, incluso las consecuencias jurídicas y financieras y el impacto socioeconómico.
