Deputy Chief of Police and Head of Operations KPCN, Ronald Zwarter, says goodbye

On 14^th of August 2023, Mr. Ronald Zwarter will hand over his duties as Deputy Chief of Police/Head of Operations of the Dutch Caribbean Police Force (KPCN) to his successor.

Ronald Zwarter started on the 1^st of October  2019 from the Northern Netherlands Leadership Unit and will return to the National Police in the Netherlands on the 1^st of October 2023 after a period of 4 years. At the age of almost 66 and after 45 years of service with the police, he will then take his well-deserved retirement in early 2024.

In recent years, together with many colleagues within the KPCN, he has made the organization stronger, more independent, more chain-oriented and future-oriented. A number of specialist teams have emerged, such as the Digital Investigation Team, the Cybercrime Team and the FINEC Team. The intelligence organization has also become larger and more professional and is connected to Interpol and the FCI network.

Together with a number of colleagues from the KPCN, he has also formed the basis for the Regional Information and Expertise Center (RIEC-CN), which plays an important role in the cooperation between the chain partners and the approach to subversion and money laundering. The enforcement of the new road traffic law at the beginning of 2020 has also taken more shape in the force.

Many local colleagues have moved on to various positions in the force, making it more sustainable and independent. In the past 4 years, virtually the entire Management Team, including the Police leadership, has also been reconstituted, helping to shape the transfers and supervision. The force is therefore ready for the future and is in good shape both in the Caribbean Netherlands and in the Caribbean region.

The good relationship and cooperation between the police colleagues and Mr. Zwarter have led to these successes and it has therefore been a good period in the development of the KPCN. He quotes: “I often say: talent is everywhere. Together with colleagues from the KPCN and various chain partners, great progress has been made and I am glad that I contributed to this. In my opinion, the complexity of the Caribbean is often underestimated and I will remain available in the coming years for colleagues and the various Ministries to continue to contribute to developments in this region from the European Netherlands. It was a wonderful and instructive period for my wife and me, reason which we will always remember with melancholy the colleagues and the islands, which are now even more enclosed in our hearts!

 

 

 

Plv. Korpschef en Hoofd Operatien KPCN,  Ronald Zwarter, neemt afscheid

 

Op 14 augustus 2023 draagt de heer Ronald Zwarter, zijn taken als Plaatsvervangend Korpschef/Hoofd Operatien van het Korps Politie Caribisch Nederland (KPCN), over aan zijn opvolger.

 

Ronald Zwarter startte op 1 oktober 2019 vanuit de Eenheid leiding Noord-Nederland en keert na een periode van 4 jaar, op 1 oktober 2023 terug naar de Nationale Politie in Nederland. Hij zal daarna op bijna 66-jarige leeftijd en na 45 dienstjaren bij de politie, begin 2024 met zijn welverdiende pensioen gaan.

 

In de afgelopen jaren heeft hij samen met vele collega’s binnen het KPCN, de organisatie sterker, onafhankelijker, ketengerichter en toekomstgerichter gemaakt. Er zijn een aantal specialistische teams ontstaan, zoals het Digitale Opsporingsteam, het Cybercrimeteam, het FINEC-team. Tevens is de intelligence-organisatie groter en professioneler geworden en aangesloten op Interpol en het FCI-net.

Met een aantal collega’s van het KPCN heeft hij ook de basis gevormd voor het Regionaal Informatie en Expertise Centrum(RIEC-CN), die een belangrijke rol speelt in de samenwerking tussen de ketenpartners en de aanpak van ondermijning en witwassen. De handhaving van de nieuwe wegenverkeerswet begin 2020, heeft in het korps ook meer vorm gekregen.

 

Veel lokale collega’s zijn doorgestroomd op verschillende functies in het korps waardoor dit duurzamer en onafhankelijker is geworden. In de afgelopen 4 jaar is daarnaast nagenoeg het hele Managementteam, inclusief de Korpsleiding, opnieuw samengesteld waarbij hij de overdrachten en begeleiding mede heeft vormgegeven. Het korps is daarmee klaar voor de toekomst en staat er zowel in Caribisch Nederland als in de Caribische regio goed voor.

 

De goede relatie en samenwerking tussen de politiecollega’s en dhr. Zwarter hebben geleid tot deze successen en het is daarom een mooie periode in de ontwikkelingen van het KPCN geweest. Zelf zegt hij hierover: “Ik geef vaak aan: talent is overal. Samen met de collega’s van het KPCN en diverse ketenpartners zijn er grote vorderingen gemaakt en ik ben blij dat ik hier een bijdrage aan heb geleverd. De complexiteit van het Caribische gebied wordt volgens mij vaak onderschat en ik zal de komende jaren voor de collega’s en de verschillende Ministeries nog beschikbaar blijven om vanuit Europees Nederland een bijdrage aan de ontwikkelingen in deze regio te blijven leveren. Het was voor mijn vrouw en mij een prachtige en leerzame periode, waarbij we altijd met weemoed aan de collega’s en de eilanden blijven terugdenken, die  nu nog meer in onze harten zijn gesloten!”.
